I know, but isn't it time to change the free matter regs?  They can change 
the price of stamps any time they want.  1934 is not 2008.  If advertizors 
sponcer closed captioning, maybe they would sponcer audio discription or 
making their materials accessible.  Besides, didgital downloads don't go 
through the postal mail, so the regulations don't apply.
