It can be; depends on what part of the CNS is damaged.  In my case,
it's not part of the CP, as mine's called spastic diplegic and
affected mostly my legs.  After I had my stroke (at 16 - paralyzed my
left side), I had some problems with drooling, but they got better as
I recovered and received therapy (PT, OT, and speech)

Glad to hear you're in your own place, too!
