That certainly sounds promising.  You'd think Skinner had already won.

You would have thought Derry did at one point too,

He lost, and this one isn't over yet either.  The text you provided didn't seem to think it was too serious.  Part of the Interim Orders Panel that sounds a bit harsher.  They want to protect the public, you know -
