It sounds very similar to the way the NHS is run except because the NHS
is not a privatly run organisation it is very open to abuse, ie people from
other countries can use the NHS without the NHS being able to recupriate
the loss, doctors themselves have been found to abuse the situation. Because
the service is free at the point of delivery some of the staff think that it
is a charity
service, and have an attitude problem that would get them the sack in a
charity shop!
Having said all of this I don't think I would want a system like yours
because
a lot of the problems with our service could be put right with a little
thought.
