I've tried ClipMate, Yankee Clipper and probably half a dozen other 
clipboard utilities before I settled on Clipboard Help+Spell from 
http://www.donationcoder.com/Software/Mouser/clipboardhelpandspell/index.html. 
I mostly use it to recall what I've placed in the clipboard recently, 
but it does have a favorites clip feature which is what I think you're 
looking for. It also has a bunch of other little utilities such as a 
spell checker, white space trimmer, time and date inserter, ..., but 
like I said, I mostly use alt-control-q to bring up the list of the 
things I just added to the clipboard.
