Colin,
RCI was Radio Canada International. They used to have a strapping signal
here on the east coast, but they discontinued their transmissions to the
U.S. a few years ago, and now I believe they've shut down all their
shortwave broadcasts. What frequency do you hear Radio Cuba on? I'd like
to check them out.
