I don't know how to neutralize that radio, but I'd be suspicious that it 
might be off.  130 watts is just safe.  Is that on a matched antenna or on a 
dummy load?  If it is straight to an antenna, the resistance might be lower 
than 50 ohms.  A mismatch can go either way.
a class c amp should be around 75 per cent effecient.  180 watts in 135 
watts out.
