Actually, you want to be careful with the "Cheap Sound Card".  I am using a 
cheappy for echo link, and have had some minor problems.  I came up with a 
decent work around, but you can clearly tell that there is an issue with the 
cheap cards.

If you do decide to go with a second card, and go cheap, I'd recommend 
running jaws and your windows sounds through it.  Unless you're doing stuff 
that is quite sound intense, there is no reason to use a $10 card for jaws 
and your everyday windows sounds, and use the more expensive one for the psk 
stuff.  Eventually, you're going to want to start transmitting psk, and you 
may as well have the right sound card to do that already so you don't have 
to purchase that later.
