Well, Louis, there is some truth in what you say.  It's like the rebate 
checks that are supposed to stimulate the economy.  They can't possibly do 
that, because even if you use them to by a new digital TV, since most 
electronics are made in foreign countries, that money will leave this 
country and end up in the foreign manufacturers' pockets.  But the powers 
that be don't want us to be able to figure that out.
