 Good point, there is about an acre of land around the house, and he
would like to build another three homes on the property. If possible he
would like to renovate the existing home also, for possible sale later.

While it would be good to know what the siding is made of, there is one 
reason not to have it tested right away. If he might be selling the 
property sooner rather than later, and a test demonstrates that it 
contains hazardous materials, then he "knows" of the hazard and would 
would have to disclose to prospective buyers, which might limit the 
dollar value of the place.
