you can do that, but as has already been said, you won't always be tuning to
the same place on the dial depending on different factors.
You can nearly always get very close when you tune for the greatest noise
floor.  As long as an antenna is hooked up, you can tune the plate and grid
knobs until you get the loudest atmospheric noise.
You'll be pretty close then, not quite perfect as in my experience.
Sometimes the receiver and the transmitter seem to be not quite the same and
you have to loose a bit of receiver sensativity in order to get full tx
output.
But, that is ok since you can only run 10 watts anyway.  just tune for the
greatest noise level on what ever frequency, turn the rf power nearly off,
so it's perhaps 1 fifth of the way up, and you'll probably be pretty close
to your operating power.
