You could try directly entering the memory, the pound button is enter, then 
hit 000 after that. Also, are you sure he put it in 000 and not 001? A lot 
of sighted hams I know with that and other radios that have a 000 memory for 
some reason, insist that the first memory should be 001 and don't use the 
000.
