I don't think the English in Quebec are considered "Quebecois" and 
especially if they are from Lac-St. Jean - the heart of separatist country 
(probably no English even come form there) .  I was born in Montreal Quebec 
(but live in Ottawa, Ontario now though) and would not consider myself 
Quebecois, at any rate (maybe English-Quebecker).

There has been and still is a separation of the the two cultures with 
negative feelings towards each other, somewhat akin to the black/white issue 
in the States although not nearly as intense.
