Contact your local disabilities commission.  I serve on the
disabilities commission in my town (Laramie, WY - not many beaches),
as Mag does in Oakland, CA, and we at least know the right "cages to
rattle" locally.  your disabilities commission should have similar
contacts.

Not only is this a violation of the ADA, it's a violation of Section
504 of the Rehabilitation Act, which has been around for over 30
years!   Under 504, governmental organizations who discriminate
against people with disabilities can lose their federal funding (and
not just funding for the beach programs!).

If your local disabilities commission is unable/unwilling to help,
contact your states Protection and Advocacy organization.  Here's a
link to the National Association of Protection and Advocacy System's
list of state organizations.
