Do you have your folder options set to show hidden files?

Go to your local drive, "Documents and Settings" and then your user ID's 
home directory. In the menu bar, go to "Tools" and then "Folder options 
...." Arrow through the "Files and Folders" tree and make sure "Show 
hidden files and folders" is "on". You can then also apply this setting 
to all of your folder views.

Toggling this setting did have the SendTo file on my system disappearing 
and reappearing, so if it isn't the problem on your system, I wouldn't 
know what to try next!
