No part should be horizontal.

Neither should a g5rv system have any coax prior to the tuner (between the
tuner and antenna).

I've run this antenna a log, and I'd run the line down the tower, just use 
something to stand it off away from the metal--don't tape against the leg.

I'd guess the horizontal run is screwing you up.
