Ken, that's absolutely true. I have first-hand knowledge and experience with recovery operations post-Katrina and the blame lies completely at the mayor's feet. It's how our National Response Plan (NRP) works. State resources don't get deployed until local resources are exhausted. Federal resources don't get deployed until the State's resources are used up. That's just the way it is. All of the buzz about the lack of rapid Federal response is a bunch of hooey. Resources were staged and ready to go, but local and state officials refused to "trip the switch" until it was too late.
...and they re-elected him!
It will be interesting to see how Gustav is dealt with pre-emptively by local officials this time around. We've already received a "Warning Order", just in case.
A bit of advice to those of us on the list who drive: Fill your tanks on Friday because there's sure to be a spike in prices come the weekend.
