Vera, it was not to help people buy cars.  This is the misinformation the talking heads on Fox and further right outlets keep insisting.  It was to stimulate a bottomed-out economy, and to resurrect an almost dead industry, so that a vast amount of people would not need homeless shelters and soup kitchens.  It is simplistic to keep parroting that the crux of the program was the government's enabling poor people to buy cars.
