Those 15 states that do not have consent laws realize there are
myriad reasons why a "child" would not want to tell a parent, and
your statistics do not account for them. Obama was addressing this
in his vote and response.
Interestingly of the 35 consent law states, Obama has won 25 if you
go ahead and include WI, MT, and MS.
