All travel or incremental change?
The larger policy context
There has been discussion among Cuba activists
about whether we can seek to end all travel
restrictions in 2007 or should address only the most
outrageous violations of principle and common sense
(e.g. family reunions and students).
Partially it is a debate over tactics and
realism. How much will the Congress approve and
can avoid or overcome a Presidential veto?
It
is also a debate about politics. What kind of reform in
U.S. policy toward Cuba is desirable during a period
of change in its leadership?
Many of the
arguments were stated during a program organized
by the New Democratic Network that can be watched
on-line.
The attitude expressed by the Bush Administration to
any and all reform is similar to its approach to
the controversy over Iraq. Whatever Congress and
the American people think doesn't much matter.
However, in the case of travel to Cuba, a bipartisan
legislative remedy is straightforward, definitive and
attainable.

AP reported today that, "two men were arrested and
charged with using fake religious organizations to get
thousands of people permission to travel to Cuba".
The Florida case alleges that 4500 people made
illegal trips.
U.S. attorney R. Alexander Acosta stated clearly the
political goal of the prosecution, "to help hasten aSincerely,
