Missing features are by design in Windows Home Server. It is suppose 
to run lean, and mean and it's only purpose is to be a file media 
server for the home network. It is particularly suited to streaming media.

Windows Server x  comes with special capabilities...a web server for 
example....and utilities to monitor, and evaluate network, and server 
performance.

However, if you would like a full blown Server that is as robust, and 
feature rich as any expensive Server OS software out there, and with 
the added  bonus of being free with as many seats as you need, then 
give Linux server , any flavor, a try. A very steep learning curve 
but well worth the effort.
