Hi.

One thing that may be worth considering with the internal antenna 
tuners.  Meters such as the TW1 are designed to measure power on a 50 ohm 
load.  Your power out indication may or may not be accurate if the 
impedance on the antenna side of the tuner is considerably different than 
50 ohms.  I've seen this happen many times in the past where a meter won't 
read accurately because the impedance is really 150 ohms or so.  I don't 
know if that is happening in your situation, but it is another possibility 
to consider.
