Have you opened ports 5198 and 5199 for the UDP protocol?
You also probably want to enable some sort of dmz hosting, I'm not sure what
it's called on your router, but you'll have to assign IP addresses to each
computer, and set up the port forwarding for the computer that echo link is
going to be on.
