Yes, there are transmitters on the 72-76 MHz band, but several 
manufacturers (at least in the U.S.) make and sell equipment that 
operate in the 216 MHz range.  I believe this allocation began 
relatively recently but don't know an exact date.

The 72 MHz devices are usually older systems and the newer personal 
systems utilize the 216 MHz frequency band allocation.
