Actually, it is the person who is *receiving* mail with the codes visible
who needs to change their header settings. It won't make any difference
if the person sending in MIME, HTML, or UTF8 changes their headers. But
if the receiver of the messages is receiving full headers, their email
software (even Outlook!) should be able to interpret the coding.
