I don't know about cleaning toilets but, he(Bush Jr.) did try to run for
office in Texas before he became govenor but, was considered at the time to
be a carpetbagger, east coast elite.  That's when he changed his image ala
Reagan.  Bush first was seen as not being in tune with the people such as
the infamous food scanner incident.  The lack of concern and poor response
to Andrew certainly did't endear him to Floridians.

Sorry for jumping into your conversation, and I do know that I was in
elementary/middle school when Bush 41 was in office, so I don't have exact
detail, but didn't he lose to Clinton because we pulled out of Iraq too
early, which encouraged Bush to enter into politics to begin with?  If my
sources aren't wrong, I have read that Bush 43 was the "black sheep of the
family" during his father's presidency, they had him working on toilets just
to keep him entertained.

I think Texas Bush getting ready, but, Florida Bush wasn't in office yet.  I
was just North of where Andrew hit.
