If it is indeed a program, then it has to be fixed by the original company.  
Perhaps the company should be in contact with Microsoft if it is indeed an 
overlay using Windows as its basis.

Microsoft has an accessibility team, and their contact info can be found on 
the Microsoft web site.  If you contact Microsoft accessibility and the 
originating company for "Visual Castle" you may make some strides or find 
some work arounds.

I'm wondering, however, how far you'll get if the program has all ready been 
deployed.  You mentioned a school system, I believe.  Is it a violation of 
the ADA to be using this without work arounds?
