Have you tried C02? I haven't used it for this application but have
for others. The trickiest involved removing a failing anticorrosion
coating from a large Coreten Steel sculpture that had been treated
with a rust converter. We wanted to remove the anticorrosion coating
but not disturb the converted layer below - C02 was the only thing
that worked. It was costly though but under the circumstances (we
were in an airport beyond security), it was the only option.
