A 9:1 swr!?  Something is fishy or I need the original description as to
why so high.

One thing a tuner will do with a 9 to 1 SWR is to improve ones
reception. 
Also, I have played with manual tuners in the past and found in practice
they did improve my signal at the receiving station. Even with the old
tube finals in my tempo 1. On the other hand nothing quite works as well
as a 1 to 1 SWR.
