   An excellent, accessible phone dialing program is
DTMF Dial,

Description:
"DTMF dial is a software program designed to emit DTMF
tones (including A, B, C and
D) from the PC sound card. It has push button,
keyboard, clipboard paste and command
line interface - with programmable memory, last 16
number redial and tool tray operation."
Another excellent program is a compiled  AutoIt script
called Quick DTMF written by Sean Randall,

I have them both and they work super. Hope this helps.
