Tom,

If you can hear a repeater, can you hear anyone on the input?  Try 
reverse and see what if anything you hear.  This should give you an 
indication as to whether or not the offset is screwed up.  If you go 
to reverse and still hear the repeater output, you are in simplex 
mode for example.
