If the ICOM receiver takes the same speech board as all there other radios,
there is a volume control on the board itself.

I think there is a volumn on the board of the plug in device or I may be
thinking of kenwood

Sounds like something to put on the back burner until I have the filters 
installed.  Plastic tools are no problem as I have a lot of TV alignment 
stuff here, but probably is better tackled by someone who can see what they 
are doing.
