The 708 is programmable from a computer with ham radio deluxe the lead is
expensive though but I have seen them on ebay cheaper I think they are
copies but new

The 701 does not have the voice chip built in.  It uses the same board as 
the 480 does.  Looks like a nice radio though, and it is programmable via a 
computer--as far as I know, the 708 is not.
