I don't think that the ink could bleed through the plastic layer of a DVD,
but it is a concern for the painted surface of a CD disk. However, the
marker manufacturer I communicated with said that while the bleeding of the
ink is a possibility, they have not seen it to be a general problem. It is
also possible that the adhesive on a label may cause chemical degradation of
the painted surface of a CD. The response to this by many libraries is to
write with a marker ONLY in the clear inner portion of a CD where there is
no data storage. Best to use your own judgment and comfort level!

I've heard that (some) markers may bleed through the plastic coating. 
Is this true? If so, could this affect the underlying layer(s)?
