Sorry for taking a bit of time to reply.  The Baclofen pump is used for all
sorts of spastic conditions including MS, CP and spinal cord injuries.  The
surgery if done with a good surgeon is minimally invasive, there is a cord
placed in the spinal cord with a pump placed just below the skin.  The pump
needs to be accessable for medication changes and fillings. 
Just like with CP your friend will need to be able to do follow up care, and
monitor the pump, your friend should also be able to get to the doctor or a
knowledgeable Emergency Room, just in case the pump fails since, coming off
the Baclofen cold turkey is dangerous.  However, they are fairly well
tolerated and do a lot to relieve pain and spasticity.  Unfortunately, no my
part of Florida, not a lot of children get the pumps but, one of our PTs has
several kids given them.  
My best advice is go to a center that specializes in spasticity care and
don't be the guinea pig.
