That seems to be pointing to the possibility that your computer is infected
by malware. The error message you are seeing could well be a false one,
designed to throw you off the scent. That's how malware, once in your
system, protects itself.
Try this:
1. Download the free version of Malwarebytes but don't install it
yet. http://www.malwarebytes.org/
2. Reboot into "Safe Mode with Networking".
3. Try installing Malwarebytes but change its name slightly---I usually
install it in a name like Nalwarebytes. This should be sufficient to evade
any malware clever enough to start even in Safe Mode.
4. Update it. (Safe Mode with Networking should allow you access to the
internet)
5. While still in Safe Mode, run a full system scan. Safe Mode will give it
the best chance of finding and eliminating any malware.
If Malwarebytes won't install in Safe Mode, then reboot into normal mode
and try installing it, (again in a different name), though it looks like
you may be prevented from achieving this.
The only other possibility is to remove your hard drive and scan it in
another known clean computer.
If you have been running either AVG or Nortons as your main protection,
these programs are quite notorious for letting trojans (Fake Alert in its
various guises is a notorious example) into your system. I see many
computers running AVG which turn out to be full of malware. Trojans and the
like can often be more destructive than viruses.
