It is.  It's a limited version of Mill's Principle of Utility.  Instead 
of maximizing pleasure (which is itself problematic), it entails 
minimizing harm.  But it's a simplistic application of the principle to 
equate all harm to what it would be for a human being in the prime of 
life.
