Bottom line -- best I can tell: 

American Celiac Disease Alliance (and other orgs. listed below) observed it in May.  CSA observes it in October.

Cong. Lowey's bill hasn't passed.  So there's no official US government designation.  

Reasons for the difference: There are other digestive disease awareness months in May; October is Breast Cancer Awareness Month and therefore tough to compete with.
