I am unsure what you mean when you say "22% carbs
eliminates this necessity".  What is the necessity? 
It seems to me that to avoid eating too much protein
(>30%) that 70% of calories should be from fat or
carbs.  Your statement appears to say to me that
eating 22% carbs eliminates the need to eat 70% fat. 
At that level protein would only be 8%.

different situation where there wasn't much large =
game--so they had to eat more plant foods than animal foods.
