In my limited experience with repairing power supplies, I would say
no to replacing the output semiconductors. What I see in electronic
today is the engineers don't over build the circuits. Parts are
specified to just meet the needs of specifications. In other words, the
rest of the parts in the power pack may not be able to meet the needs of
your computer even if you did change the output semiconductors.
If the cost of the pack is the issue, I would go to the online
auction places like Ebay, search for your computer's power supply, and
see if that price is in your budget. I always compare the price of a new
pack to one that is on auction. Best of luck.
