Fairly often (about 20% of the time) when my daughter's computer is turned 
on or rebooted it will stop at the screen:

Safe mode
Safe mode with networking
Safe mode with command Prompt

Start Windows Normally

It says that the system recovered from a serious error, but ther were no 
indications of a problem when the computer was turned off or rebooted.

I completely reloaded the computer with the recovery CDs that came with the 
system (E-machine) and it happens less often but still happens. Does this 
indicate some sort of hardware problem or a software problem (that should 
have been fixed when I reloaded)?
