By presenting a copy of their license, by the person looking them up on QRZ,
ARRL or RAC.
By their word.  If you think about it, if a person isn't a ham, they're not
going to have much of an interest in the ham shack.
If they're a want to be ham, they'll be found out pretty quickly.
When asked, a non ham doesn't usually have a ready call sign to spit out to
make themselves look like a ham.  Generally speaking, only hams have that
fairly arkaine information.
