But that's the point: Seeing Eye doesn't have a license, club or
otherwise. They merely have a desk full of equipment, which anyone can
have, license or no license. You are correct that a club station has
to have a licensee, but there is no club station. There is only some
equipment which must be operated by a licensed ham, who is then
responsible on his own license for the transmissions from that
equipment.
