Actually, this new structure must have come in since 2,000 or so, because 
when I upgraded to General status in the year 2,000 I had the /O R 
designation placed on my interim permit until I received my actual General 
license.  So the old structure is a little more current in time than the 
70's.  But I think it is better that they went to this system as I believe 
it is more reflective of a person's amateur status than the old one.  73.
