One thing i'm not sure has been mentioned.  Can you hear the repeaters? 
If you can't hear them, likely you won't bring them up.  If you do hear 
them and you hear them well, than there is likely something else going on 
such as pl and so forth.  Can you receive the repeaters in question?  If 
you can, you can also move the antenna to a "hot spot""
