Yes this is very normal.
six meters exists as close above the typical "MUF" maximum usable
frequency' as any ham band. this is the highest frequency at
which radio waves bounce off the ionasphere. Yes simplified
quite a bit.
so as the sunspot cycles change, as they do all the time,when the
"MUF" rises, 6 becomes a long skip band, and otherwise it can be
very dead indeed unless there is consistant local activity like 2
meters.
some times you can work long D.X. with low power, but very often
it's very local.
