Editor arrested for saying president kept quiet about Gaddafi’s gifts
Reporters Without Borders calls for the release of Philip Neville,
the editor of the privately-owned Standard Times daily, who was
arrested by plain-clothes police yesterday after publishing an
article accusing President Ahmed Tejan Kabbah of keeping quiet about
gifts that Sierra Leone had been offered by Libya.
“Many news media have been talking about Col. Muammar Gaddafi’s
gifts, not just the Standard Times,” the press freedom organisation
said. “One has the impression that Neville was arrested in order to
settle scores and to issue a warning in the run-up to the 11 August
general elections.”
Reporters Without Borders added: “The government has never understood
that jailing journalists is not the way to resolve disputes with the
privately-owned press. Now it once again finds itself having to take
responsibility for the fate of a political prisoner who is being
prosecuted under an archaic law.”
Neville was arrested yesterday afternoon on the orders of the
attorney general and justice minister after the president’s office
issued a statement earlier in the day announcing that it had asked
them to take the “necessary action” in response to an article in the
previous day’s issue of the Standard Times headlined “Bombshell –
Colonel Gaddafi Exposes Government.”
Published the day after a visit to Freetown by the Libyan leader, the
article said that during a meeting at the national stadium, Gaddafi
had embarrassed President Kabbah by listing all the gifts which Libya
had offered Sierra Leone and which the Kabbah government had never
mentioned.
In its statement, the president’s office described the article as
“irresponsible propaganda” that contained “not an iota of truth” and
denied that Col. Gaddafi had made the comments attributed to him. The
statement also insisted that the president’s office had often
referred to Libya’s gifts and accused the Standard Times of “woefully
failing to observe the basic rules of journalism.”
Now held at a police detention centre in Aberdeen, a neighbourhood in
the west of Freetown, Neville is to be prosecuted under the 1965
public order act for libel and sedition.
Several other newspapers also posed questions about the gifts
reported by Col. Gaddafi, who was warmly received by President Kabbah
and his supporters although the visit rankled with many Sierra
Leoneans because of Gaddafi’s controversial role in the civil war and
his support for the “arm-amputating” rebels of Foday Sankoh’s
Revolutionary United Front.

Le directeur d'un journal arrêté pour avoir accusé le Président
d'avoir gardé secrets les cadeaux de Mouammar Kadhafi
Reporters sans frontières demande la remise en liberté de Philip
Neville, directeur de publication du quotidien privé Standard Times,
arrêté par la brigade criminelle le 28 juin 2007, après la
publication d'un article accusant le président Ahmed Tejan Kabbah
d'avoir gardé le silence sur des cadeaux offerts à la Sierra Leone
par la Libye.
"L'affaire des cadeaux de Kadhafi a défrayé la chronique, bien au-
delà des colonnes du Standard Times. L'arrestation de Philip Neville
a un parfum de règlements de comptes et de mise en garde, à
l'approche des élections générales du 11 août. Le gouvernement sierra-
léonais n'a jamais compris que l'incarcération des journalistes
n'était pas une réponse aux conflits qui l'opposent à la presse
privée. Il se retrouve, une fois de plus, à devoir assumer le sort
d'un prisonnier politique, poursuivi en vertu d'une loi archaïque", a
déclaré l'organisation.
Philip Neville a été arrêté par des agents de la brigade criminelle,
le 28 juin dans l'après-midi, sur ordre du procureur général et du
ministre de la Justice. La présidence de la République avait indiqué,
dans un communiqué de presse diffusé plus tôt dans la journée,
qu'elle les avait saisis pour qu'ils prennent "les mesures
nécessaires" ("necessary action") après la publication d'un article,
le 27 juin, intitulé : "Bombshell – Colonel Ghaddafi Exposes
Government". Publié le lendemain de la visite à Freetown de Mouammar
Kadhafi, le texte affirmait que, lors d'un meeting la veille au stade
national, le dirigeant libyen avait mis le président Kabbah dans
l'embarras lorsqu'il avait établi la liste des cadeaux qu'il avait
offerts à son pays, et dont la Sierra Leone n'avait jamais fait état.
Dans son communiqué, la présidence de la République qualifiait
l'article de "propagande irresponsable", affirmait qu'il ne contenait
"pas un iota de vérité" et niait que le colonel Kadhafi ait jamais
tenu de tels propos. Elle rappelait que le bureau du chef de l'Etat
avait régulièrement évoqué les cadeaux offerts par la Libye et
affirmait que l'article du Standard Times "violait délibérément les
lois élémentaires du journalisme".
Philip Neville, incarcéré au centre de détention de la police
d'Aberdeen, un quartier à l'ouest de Freetown, devrait être poursuivi
en vertu de la loi de 1965 sur l'ordre public, la diffamation et la
sédition.
Comme le Standard Times, plusieurs journaux de Freetown se sont
interrogés sur les cadeaux du colonel Kadhafi. La visite du leader
libyen, que le président Kabbah et ses partisans ont chaleureusement
accueilli, a provoqué l'amertume de nombreux Sierra-Léonais, en
raison du rôle controversé joué par le colonel Kadhafi dans la guerre
civile et notamment son soutien à la rébellion des "coupeurs de bras"
du Front révolutionnaire uni (RUF), dirigé par Foday Sankoh.
