I would base it on the expected life of the product however that doesn't
take into consideration the user and their individual user idiosyncrasies.

Subject: [VICUG-L] Hardware refresh cycles.
I am doing some investigation on if there is any kind of consensus out there
about adaptive hardware refresh cycles for blind people who are employed.
We have a standard three year refresh cycle on our non-adaptive hardware,
desktops, laptops, monitors and the like. However, we have no standards for
refreshing adaptive technologies. Part of the problem is that it is much
less coherent. Different people need different technology. Some tech is
staggeringly more expensive than others.
We are somewhat unique in that there are two blind guys in my division and
we both use braille displays, and that is a bit of where this question is
coming from. Our managers want to do right by us, but they just have no
guidelines to work with. UP until now it has just been a matter of we ask
for something, then run it up the flag pole and see which way the wind is
blowing. Managers would like something more concrete, managers love policy
and written guidelines, so I am just trying to see if anyone out there in
industry has some kind of policy in place.
I'll compile any responses and let folks know if there is some kind of
consensus.
