My sister works for a food manufacturer and caught this article, about the FDA and their "gluten-free" definition proposal, in one of the food manufacturing magazines they receive.
The last paragraph of the article indicates methods of communicating with the FDA regarding this issue. The deadline for comments is April 23rd.
