I think that the issue is whether or not the service is subject to either 
FCC or, more importantly, state public utility regulation. Most Internet 
phone services are not and thus, they manage to avoid the requirement that 
directory assistance be provided free to a blind subscriber.

its really strange since most of the VOIP services offer directory
assistance for free.
I would see if you can talk to a customer service supervisor/ manager and
see if they can arrange something.
With our local telco, they have to receive a form from the CNIB in order to
wave the 411 charges.
